David Peattie

Director and Chairman

David Peattie is CEO of the UK’s Nuclear Decommissioning Authority (NDA). Before joining the NDA, he was CEO at Fairfield Energy, and prior to that, held a number of technical, commercial and senior management positions during 33 years at BP.

Mr Peattie is a Chartered Engineer and Member of The Institute of Materials, Minerals and Mining.

Ben Whittard

Director and General Manager

Ben is co-CEO at NTS, before becoming Managing Director, Solutions at NTS, Ben was the Director for Safety, Security & Environment at International Nuclear Services. He is a former Senior Inspector of the UK’s Office for Nuclear Regulation (ONR), and has experience of leading, managing and regulating highly complex nuclear programmes globally

Ciara Middlehurst

Director

Ciara is co-CEO at NTS, she’s an experienced commercial leader with a private sector background. She began her career with BAE systems, delivering high value complex projects with domestic and international clients. She joined NTS from the Nuclear Decommissioning Authority where she was Head of Commercial Projects.

Olivier Roulleaux Dugage

Director

Olivier Roulleaux Dugage holds a Master’s Degree in Mechanical Engineering and a French Engineering degree in Energy.

He has 20 years of work experience in nuclear activities in Europe , United States and Asia, including 2 years of expatriation in China, and 5 years in Japan.

Today he is head of the Sales and Strategy department of Orano Nuclear Packages and Services.

Yoshiaki Matsumoto

Director

Yoshiaki Matsumoto became a PNTL Director in October 2024.

Mr. Matsumoto joined JAPC in 1995 and has over 29 years of experience in the Nuclear Industry.

Today, he is Acting General Manager of Purchasing and Contracts at The Japan Atomic Power Company (JAPC).

Mr. Matsumoto completed his education at the Faculty of Economics at Musashi University.

Teppei Narita

Director

Mr. Narita became a Director of PNTL on 1 April 2024.

Mr. Narita graduated from the School of Economics at Keio University in March 1998, and joined Marubeni Corporation in April of the same year.

He has a wide range of experiences in the nuclear industry (nuclear fuel cycle) and in the various commodity trading. He is General Manager of  Nuclear Fuel Department, Marubeni Corporation, effective 1 April 2024.

Meb Vadiya

Company Secretary

Meb has been Deputy General Counsel since the formation of NTS in 2021, having joined the business in 2013 as a Senior Commercial Lawyer. Prior to that he spent time in the Middle East working in the energy and shipping sectors.

Meb has an in-depth knowledge of international, UK and EU nuclear law, regulations and obligations relating to nuclear transport.

Mike Leckie

Director

Mike, Interim Chief Finance Officer, is an experienced leader and finance professional. He was previously Finance Director for Direct Rail Services, and more recently was on secondment to Nuclear Waste Services where he was responsible for leading the Finance team and transformation of the function.
